Released. The rig hits the water, both clips let go and the snood swings out and down. From that moment it fishes like a long flapper on an open east-coast beach.

Tie it

Build about 1.5 m of 60 to 80 lb body with a high clip-up (pulley or impact clip).
Fix a bait clip near the lead.
Tie a long snood: loop it over the upper clip, then down to the bait clip.
Clip the hook (or pennel) so it points back up the rig for the cast.
On splashdown both clips release and the snood swings out to fish.

The snood must be long enough to loop the upper clip and still reach the bait clip. Too short and it will not release, and you retrieve a rig that never fished.
